Should deadbeat dad's get away with not paying child support just because they can?

Here 's my situation. I was married for 4 yrs and then divoirced. My ex is now living a life of leasure and has not paid any child support for his son since Nov of 2004. He is self employed as a drywaller and therefore his wages can't be garnished. I know where he lives and his phone number and FMEP won't do anything to help. He never sees or even bothers to call to check up on his son. I am still friends with his sisters and they tell me how he is buying himself a new car, his girlfriends diamond necklaces and so forth. I don't know where to turn to get help. Now I am very ill and my fiances are not as much as they used to be and any help from him would be good. His court order is only $208.oo/mth. If you are a parent you know that this amount to raise a child is nothing. He is making good money and knows his child has a life threatnig illness that requires very expensive medication each month Yet he refuses to take any responsibility. Helpful advise would be appreciated.
