More effective pitching rotation?

Why doesn't one team in baseball experiment with pitching their entire pen every day (or almost every day to allow for rest)? It seems that if a roster had nine or ten pitchers, some could handle more than one inning to give periodic breaks to others, while allowing for more beneficial match-ups throughout the game. No starters/relievers, instead, "pitchers."
