Is a ballast required for HPS bulbs?

I am growing plants indoors and I would like to set up either a metal halide bulb or a high pressure sodium bulb. i understand that to ignite the gases in these bulbs you need the special ballast although i did not want to spend the money on all that. So could i just plug it into a lamp?
