Firemen stand and watch a Tennessee home burn to the ground because they didn't pay their fire fee. Thoughts?

He didn't forget he knew he didn't pay the fee becasue when he made the call to 911 he said he hadn't paid his fee and would pay it now. This is like trying to get car insurance on your car after you have been in a wreck.
